The Ministry of Education, Science and Technology (MoEST) leads the GESS programme, supported by implementing partners who provide technical advice.

Implementing partners include BMB Mott MacDonald (lead), BBC Media Action, Charlie Goldsmith Associates and Winrock International.

At State and County level the State Ministries of Education, Science and Technology (SMoEST) take the lead in programme implementation, supported by partner NGOs, or ‘GESS State Anchors’.

The GESS programme is funded by the UK Government, supporting the programme with £60 million towards fulfilling its objectives. The Government of the Republic of South Sudan funds capitation grants to primary schools.
